/country-coverage/
Whole-fleet per-country coverage snapshot: headline tiles, the
per-country rows, and the coverage-gap / fragile lists. Computed
live from db.probes + db.countries + db.as_population.
Drives the page's autocomplete + fleet-overview landing state; the
per-country detail lives at GET /country-coverage/{cc}.

Get Country Changes
GET
/country-coverage/changes
Coverage transitions plus the standing counts, for the dashboard.
Logged-in rather than staff-gated: this is a read-only summary of
public fleet facts, and the dashboard it feeds is available to any
signed-in user.
Both counts come from the snapshot the hourly detection pass writes,
not from :class:CountryCoverage — that scans every probe with a
wide projection, which is far too heavy for a surface loaded on
every sign-in.
